A serial offender seems to be targeting black sheep in the police force, whose missteps he punishes with death. Some see in the mysterious avenger a fighter against abuse of authority, others are increasingly concerned about the security of the state. Finally, the investigators themselves seem to be targeted by the killer. The Investigator Rosa fights on all fronts; even her small family threatens to fall apart in the roar of events.
